The PPNs are:
- PPN 001/25 – introduces small and medium enterprise (SME) and volunteer, community and social enterprise (VCSE) procurement spend targets, encouraging fair access to public contracts.
- PPN 002/25 – updates the Social Value Model, reinforcing procurement’s role in driving positive social and economic outcomes. Immediate adoption is encouraged, with mandatory implementation from October 2025.
The NPPS aligns with the Government’s mission-driven agenda, setting clear priorities for contracting authorities:
- Driving economic growth – strengthening supply chains and creating high-quality jobs by ensuring SMEs and VCSEs have a fair opportunity in public procurement
- Delivering social and economic value – encouraging collaboration across organisations to maximise impact and align procurement decisions with broader government priorities
- Building commercial capability – enhancing procurement and contract management skills to drive value for money and achieve better outcomes
These updates make a significant step forward in embedding social value, supporting innovation and ensuring procurement delivers tangible benefits for communities and the economy.
